ARE THE RUDDER SHAFT & SLEEVE SUPPLIED AT A SET LENGTH
IE TO SUIT WATER LEVEL TO REDUCE WATER COMING UP SHAFT
OR CAN I REDUCE LENGTH OF SHAFT/SLEEVE TO SUIT MY OWN LAYOUT

Just make sure that the "sleeve" extends to above your waterline. Beyond that, it's up to you andyour setup.
