Meaning of "over-sailed"

Can anyone explain the term, over-sailed

Carring the "A" rig in 15-20 knots of wind would be "oversailed".Synonym might be overpowered or carrying too much canvas or look on the cover of the EC12 manual at the black/yellow boat;it is oversailed.

What's wrong with an "A" rig in a 20 knot wind. I thought that was normal [:D]
